1) Bolsa Família and the Citizen’s Basic Income: A Misstep?
By Tatiana Britto, Brazilian Federal Senate and University of Brasilia, and Fábio Veras Soares, Institute of Applied Economic Research and International Policy Centre for Inclusive Growth (IPC-IG)
This paper discusses the link between Bolsa Família, Brazil’s largest direct income-transfer programme, and the citizen’s basic income as established in Brazilian legislation. Although these two initiatives were created by law almost simultaneously, the relationship between them does not seem to be unequivocally or even sequentially understood.

2) Achieving the Millennium Development Goals: A Measure of Progress

This paper introduces a methodology that measures the effort made by countries in achieving the Millennium Development Goals (MDGs). The methodology compares the rate of progress on MDG indicators in the period before and after the adoption of the MDGs. Two proposed corrections will allow us to identify countries that are making respectable progress on MDG acceleration, despite their likely “failure” in achieving the Goals by 2015.

3) Mitigation of What and by What? Adaptation by Whom and for Whom? Dilemmas in Delivering for the Poor and the Vulnerable in International Climate Policy

Using an analytical framework that combines theories of politics, “public goods”,collective action, political economy and international relations, this paper assesses current efforts and the evolving discourse on equity, with a view to reaching a better understanding of what it would take to achieve some balance between averting the worst of climate change and manage its impacts while safeguarding and enabling further progress on development.

4) Addressing Unsustainable Debt in Small Island Developing States

The author raises important policy measures required by governments of the affected SIDS and the international community to devote sufficient resources to poverty reduction and the Millennium Development Goals (MDGs).
