Message of the Director
Our new publications for May and June focus on two policy instruments that have been contributing to enhance the inclusivity of the economic growth process in a various developing and emerging nations - cash transfers and food security programmes. Our specialists evaluated the impact of the Paraguay's Tekoporã Cash Transfer programme, taking into account interaction and behavioural changes related to education and health outcomes. The results suggest that the programme is achieving its objectives by improving children’s attendance at school and at health centres. At the same time, the programme seems to be contributing to raise awareness on the importance of conditionalities : households have changed their preferences towards a greater consumption of healthcare and education services.
The second major publication we highlight in this Bulletin takes into account the households' perception of proper access to food to explain Brazil’s food and nutritional security situation. The authors analyse different dimensions of the country's innovative Food Security Policy Framework and address the major challenges facing smallholder farmers. In a global context of growing food prices, Brazil’s approaches and initiatives can offer relevant inputs for policy dialogue in other developing and emerging countries. A special note for journalists highlights the main findings of this report and informs on the main figures and recommendations.
I am confident that these initiatives will contribute to broadening the policy options available to accelerate progress towards a more inclusive, green and sustainable growth pattern, which is the current focus of this critical year in the preparation of the Rio+20 United Nations Conference on Sustainable Development. We hope you will find this set of knowledge materials useful and we look forward to receiving your comments and views on our publications.
