TRANSFORM was an innovative learning package on the administration of national social protection floors in Africa. The prime objective of TRANSFORM was to build the critical thinking and capacities of policy makers and practitioners at national and decentralised levels to improve the design, effectiveness and efficiency of social protection systems. TRANSFORM aimed not only at imparting state-of-the-art knowledge that is appropriate for the challenges faced by countries in the region, but also to encourage learners to take leadership on the change and transformation of nationally defined social protection systems.

There were different projects related to TRANSFORM in partnership with the IPC-IG. The objectives and deliverables varied according to the project but, in general, the agreements established envisaged the following:

- The adaptation of the TRANSFORM face-to-face curriculum to the online version
- The offerings of the TRANSFORM online course
-The offering of the Shock Responsive module
- The development and offering of the e-facilitators training
- Translation of materials
- The adaption of the TRANSFORM materials to other regions outside Sub-Saharan Africa

- Adaptation of the African TRANSFORM into online courses and offering of the 1st run (June 2017 - August 2018)

Donors: Organisation for Economic Co-operation and Development (OECD), International Labour Organization (ILO), United Nations Children's Fund (UNICEF), EU Social Protection Systems Programme (EU-SPS).

The adaptation of the TRANSFORM training package and proposed activities from the face-to-face training to an online format was conducted throughout 2017, counting on a diversity of resources and collaborative activities. The 1st run of the e-course was offered from May to July (2018) for 47 invited participants.

TRANSFORM 1st run

 

- 2nd run of the TRANSFORM course and training of facilitators (April 2018 - September 2018)

Donor: Organisation for Economic Co-operation and Development (OECD), International Labour Organization (ILO), United Nations Children's Fund (UNICEF), EU Social Protection Systems Programme (EU-SPS).

The second run of the TRANSFORM course was made available through socialprotection.org‘s Virtual Campus from July to September (2018) and was offered to 49 participants, selected through an open call. Five e-facilitators were trained to support the learning process and promote collaboration.

- TRANSFORM Blended - UNICEF run (July 2018 - September 2018)

Donors: United Nations Children's Fund (UNICEF), International Labour Organization (ILO), United Nations Development Programme (UNDP), EU Social Protection Systems Programme (EU-SPS).

The e-TRANSFORM regular curriculum - its content and activities - were adapted into a version with fewer discussion forums and collaborative activities, and was offered to the UNICEF Ethiopia County Office staff, from July-September 2018, as a preparatory phase for a face-to-face application of the TRANSFORM Curriculum (blended version).

- 3rd run of TRANSFORM Online Course (January 2019 - August 2019)

Donor: International Labour Organization (ILO).

The Centre has delivered the third run of the 10-week TRANSFORM online course, which was offered from February to April 2019 through socialprotection.org’s Virtual Campus. The course activities involved the improvement of the training of e-facilitators and enhancements in the online version of the course. The course was offered to 49 participants.

- 4th run of TRANSFORM Online Course (August 2019 - April 2020)

Donor: International Labour Organization (ILO) - Lusaka Country Office.

Under the scope of this project, the Centre delivered the fourth run of the 10-week TRANSFORM online course, starting in September and ending in November 2019. The training counted on the participation of 46 people.

- 5th run of TRANSFORM Online Course (November 2019 - October 2020)

Donor: United Nations Development Programme (UNDP) Regional Office Centre for Africa.

Under the scope of this project, the Centre delivered the fifth run of the 10-week TRANSFORM online course, from March  to May 2020. It was offered to 51 participants through socialprotection.org’s Virtual Campus.

- 6th run of TRANSFORM Online Course and Virtual ToT (July 2020 - April 2021)

Donor: International Labour Organization (ILO) - Lusaka Country Office.

The sixth run of e-TRANSFORM course was offered from August to October 2020, to 50 participants from 33 different countries.
Also in 2020, socialprotection.org offered technical support to 13 participants and 2 e-facilitators for TRANSFORM’s Training of Trainers programme, from September to November, through the platform’s Virtual Campus.

TRANSFORM 6th run

 

- 7th run of TRANSFORM Online Course and training of e-facilitators (November 2020 - August 2021)

Donor: United Nations Development Programme (UNDP) Regional Office Centre for Africa.

For the 7th run, the regular e-TRANSFORM curriculum consisting of 10 weeks was adapted to a 8-week schedule as per partner's request. The project also included the offering of the e-course (promotion, registration, and management of the attendance of participants), which has taken place from January to March 2021. This run was dedicated to African UNDP's professionals and government counterparts. There were 44 enrolled participants. 
Additionally, there was the preparation and offering of the second e-facilitators training to 13 people, which included the organization and development of materials and strategy for the training and facilitation of activities and online live sessions.

TRANSFORM 7th run

 

- TRANSFORM shock-responsive social protection module (October 2020 - July 2021)

Donor: International Labour Organization (ILO).

Under the scope of this project, there was an adaptation of the TRANSFORM shock-responsive training module and activities from the face-to-face version. By October 2020, the IPC-IG and the socialprotection.org platform had finalised the course plan. By December 2020, it was developed and adapted a first draft of course materials based on the course plan; created and contributed to the creation of the first draft of learning materials and activities; and set them up in a Moodle virtual environment. By February 2021, socialprotection.org has adapted this draft based on review and feedback from TRANSFORM stakeholders, to prepare a final version of the activities prior to the pilot. The pilot online course took place in the second half of February 2021. The course had a duration of five weeks. The feedback gathered in this pilot has provided information for adjustments in the course materials and activities for future runs.

 

- Translation of TRANSFORM 5-days Social Protection Curriculum to Portuguese (January 2018 - September 2018)

Donor: International Labour Organization (ILO).

The IPC-IG has undertaken the translation of course materials into Mozambican Portuguese and carried out all related desktop publishing tasks at a professional level. The course was hosted by socialprotection.org.

 

- Translation of TRANSFORM 5-days Social Protection Curriculum to French: Part 1 (September 2018 - December 2018)

Donor: United Nations Children’s Fund (UNICEF), International Labour Organization (ILO), EU Social Protection Systems Programme (EU-SPS).

The IPC-IG has undertaken the translation of course materials into French and carried out all related desktop publishing tasks at a professional level. The course was hosted by socialprotection.org.

 

- Translation of TRANSFORM 5-days Social Protection Curriculum to French: Part 2 (August 2018 - December 2018)

Donor: International Labour Organization (ILO).

The IPC-IG has undertaken the translation of course materials into French, such as copyediting and professional graphic design of 8 base documents and all its pedagogical materials. The course was hosted by socialprotection.org.

 

- Support the roll-out of the Shock Responsive Social Protection Module in West and Central Africa, including francophone countries (December 2020 - February 2022)

Donor: International Labour Organization (ILO) - Lusaka Country Office.

Quality assurance support to the professional translation of the base document and all the pedagogical material of the 3-day TRANSFORM Shock Responsive Social Protection course to French.

 

- Adaptation of the TRANSFORM materials to the Arab region (November 2021 - November 2022)

Donors: International Labour Organization (ILO) Regional Office for Arab States, United Nations Development Programme (UNDP) Regional Hub for Arab States, and United Nations Children's Fund (UNICEF) Regional Office Middle East and North Africa

Under the scope of this project, IPC-IG adapted the TRANSFORM materials (originally focused on the Sub-Saharan Africa), to the Arab region with the aim to make it relevant and useful to the policymakers and practitioners from this locality.  Further, the project looks forward to strengthening capacity and advocacy for inclusive based social protection in the Arab region.

Besides the regional review, the project also included a gender and disability mainstreaming.  In addition, shock-responsive social protection and transition to social insurance contents were included. In March 2022 IPC-IG supported the implementation of the first pilot in Amman, Jordan, to test the first round of the reviewed materials. IPC-IG conducted surveys and interviews with the participants (officials from the Jordanian government) to evaluate the adequacy of the material to the Arab region and, following, produced a report indicating points to be further improved.
